Home Care Worker Immigration Pilots: A New Pathway to Permanent Residency

Home Care Worker Pilot

On March 31, 2025, Canada will launch its new Home Care Worker Immigration Pilots, offering home care workers a streamlined pathway to permanent residency. These pilots aim to address Canada’s growing need for home care professionals while providing workers and their families with a clear route to settle in Canada permanently. Whether you’re a caregiver already working in Canada or someone with experience in home care looking to move to Canada, this program could be the opportunity you’ve been waiting for.

What Are the Home Care Worker Immigration Pilots?

The Home Care Worker Immigration Pilots are designed to simplify the immigration process for home care workers. These pilots replace the previous programs, such as the Home Child Care Provider Pilot and Home Support Worker Pilot, which ended on June 17, 2024. The new pilots offer two streams:

  • Workers in Canada Stream: Opens March 31, 2025.
  • Applicants Not Working in Canada Stream: Will open at a later date.

The pilots aim to meet Canada’s increasing demand for home care workers who provide essential support to children, seniors, and persons with disabilities. For more details, visit the official Home Care Worker Immigration Pilots page.

Key Features of the New Pilots

1. Permanent Residency in One Step

Unlike previous programs, the Home Care Worker Immigration Pilots offer a one-step process for obtaining permanent residency. Qualified applicants can apply for permanent residency directly, without needing prior Canadian work experience in the field.

2. Reduced Language and Education Requirements

The pilots lower the barriers to entry by reducing language and education requirements. Applicants only need:

  • A minimum Canadian Language Benchmark (CLB) level of 4 in English or French.
  • A high school diploma or its equivalent.

3. No In-Canada Work Experience Required

Applicants no longer need prior Canadian work experience. Instead, they must have:

  • At least six months of recent, relevant work experience.
  • Or a credential from at least six months of related home care training.

A valid, full-time job offer in home care within Canada (outside Quebec) is also required.

4. Flexible Job Offer Options

Home care workers can now find work with a broader range of employers, including:

  • Private households.
  • Organizations such as home health care service providers, direct care agencies, and personal care services in residential settings.

Notably, recruitment or placement agencies are not eligible employers under this program.

Who is Eligible to Apply?

To qualify for the Home Care Worker Immigration Pilots, applicants must:

  • Have a minimum CLB level 4 in English or French.
  • Hold a high school diploma or higher.
  • Possess at least six months of recent, relevant work experience or a related caregiver training credential.
  • Have a full-time job offer in home care within Canada.

Importantly, applicants do not need a Labour Market Impact Assessment (LMIA). Full eligibility details will be released closer to the program’s launch date, so it’s essential to stay updated by checking the official government website.

How to Prepare for the Application Process

If you’re currently working in Canada, here are some steps to get ready:

  • Take a Language Test: Prove your language proficiency in English or French. Learn more about language testing requirements.
  • Get Your Education Assessed: Obtain an Educational Credential Assessment (ECA) to verify your qualifications. Details are available on the education assessment page.

For applicants not currently working in Canada, the application process for your stream will be announced later. Stay informed by regularly visiting the Home Care Worker Immigration Pilots page.
