Permanent Residence for Doctors: 5 Critical New Measures Announced
Permanent Residence for Doctors is a topic of immense importance, not only for the medical professionals seeking to make Canada their long-term home but also for the millions of Canadians relying on a robust healthcare system. On December 8, 2025, the Government of Canada announced significant new immigration measures designed to retain international medical talent and address urgent labour shortages in the healthcare sector.
As an RCIC based here in Winnipeg, I have seen firsthand how complex the transition from temporary worker to permanent resident can be for medical professionals. These new announcements, detailing specific pathways for physicians, represent a major shift in how Canada approaches healthcare immigration. Below, we break down the essential details of this announcement and what it means for international doctors currently working in Canada.
A New Express Entry Category for 2026
One of the most significant updates is the creation of a dedicated Express Entry category specifically for international doctors. This measure targets physicians who are already contributing to the Canadian healthcare system. To be eligible for this new category, doctors must have acquired at least one year of Canadian work experience in an eligible occupation within the last three years.
This is a strategic move to retain talent that has already integrated into the Canadian medical landscape. These professionals are currently working on a temporary basis, providing essential care to patients. By offering a clear and simplified path to Permanent Residence for Doctors, the government aims to close critical workforce gaps and ensure the stability of the health system.
If you are a physician currently working in Canada, it is vital to prepare your documentation now. Invitations to apply for this new category are scheduled to be issued starting in early 2026.
Reserved Spaces in the Provincial Nominee Program
In addition to the federal Express Entry changes, there is a substantial update regarding the Provincial Nominee Program (PNP). The federal government has committed to reserving 5,000 federal admission spaces specifically for provinces and territories to nominate licensed doctors who hold valid job offers.
It is important to note that these 5,000 spaces are supplementary; they are in addition to the standard annual allocations provided to the Provincial Nominee Programs. This provides provinces with a more effective tool to recruit health professionals directly, as they are responsible for foreign credential recognition and licensing.
This collaboration allows candidates and employers to work directly with the appropriate level of government, which helps streamline the often complicated administrative processes involved in medical immigration.
Expedited Work Permit Processing
For many of my clients, the waiting period between nomination and permanent residence can be a source of anxiety regarding work status. To address this, the new measures include a provision for expedited processing. Doctors who receive a nomination through these new reserved spaces will benefit from a 14-day work permit processing standard.
This rapid processing ensures that physicians can continue to work and treat patients without interruption while they await the finalization of their permanent residence applications.
Eligible Medical Occupations
The government has been specific regarding which medical professionals will benefit from these targeted measures. The occupations eligible for the new Permanent Residence for Doctors pathways include:
- General practitioners and family physicians
- Specialists in surgery
- Specialists in clinical and laboratory medicine
These specific roles have been identified to help address the reality that approximately 5.7 million Canadian adults reported not having a regular healthcare provider in 2024.
Moving Forward
These measures support Canada’s broader International Talent Attraction Strategy, which focuses on strengthening the economy and essential community services. By facilitating Permanent Residence for Doctors, the system aims to restore balance and ensure long-term sustainability within the immigration framework.
For medical professionals, this is a distinct opportunity to secure your future in Canada. However, ensuring you meet the specific criteria regarding work experience and licensing is paramount to a successful application.
